When the APC is payable

The APC is invoiced only after a manuscript has completed peer review and has been formally accepted for publication by the authorized editor. Payment is an administrative production requirement after acceptance and is not a condition for obtaining a favorable scholarly decision. A Letter of Acceptance must not be issued before the manuscript has actually reached accepted status.

What the APC supports

  • Editorial and peer-review administration;
  • Similarity and publication-integrity screening;
  • Copyediting and production coordination;
  • Typesetting, layout, and proof preparation;
  • DOI and metadata processing;
  • OJS platform and publication infrastructure;
  • Open-access dissemination and digital preservation support.

Editorial independence

Editors and reviewers do not receive or evaluate APC payments as part of the scholarly decision process. The ability or inability of an author to pay must not affect editorial screening, reviewer selection, peer review, revision requests, or acceptance/rejection. The journal does not offer a paid fast-track route or any payment-based guarantee of acceptance.

Waivers, discounts, and refunds

No automatic waiver or discount scheme is currently verified on the journal's public record. If the Publisher introduces a waiver, discount, sponsorship, or institutional support scheme, the eligibility criteria, responsible office, decision process, and effect on invoicing must be published transparently before the scheme is used. Any waiver decision must be administratively separated from the academic editorial decision.

Once production services have materially begun after acceptance, the APC is normally non-refundable. Duplicate payments, incorrect invoices, or failures attributable to the Publisher may be reviewed for refund. Refund and waiver decisions must be documented.
