Abstract

This study aims to analyze the role of qawa’id maqasidiyyah in the formulation and implementation of halal and Thayyib food policies in Indonesia, and to assess the extent to which existing regulations are aligned with the objectives of maqasid al-shariah. This study uses a conceptual normative qualitative design based on literature study, with primary data in the form of national halal regulations, specifically Law Number 33 of 2014 concerning Halal Product Assurance and its derivative regulations, and secondary data in the form of scientific literature related to halal, Thayyib, maqasid al-shariah, and food policy. Data analysis was conducted descriptively and analytically with a maqasidiyyah approach. The research results show that halal food policy in Indonesia has normatively adopted the values of maqasid al-shariah, such as protection of life (hifz al-nafs), protection of reason (hifz al-‘aql), public welfare (jalb al-maslahah), and prevention of harm (dar’ al-mafsadah). However, its implementation still tends to be procedural and administrative, with the integration of the Thayyib dimension less than optimal in policy practice. This research implies the need for a paradigm transformation of halal food policy in Indonesia towards a more substantive maqasidiyyah-based approach, by comprehensively integrating halal and Thayyib principles to realize sustainable public welfare, including aspects of food safety, health, production ethics, and environmental sustainability.
